The RAIA Project documents and investigates sexual crimes committed during terror acts to ensure global recognition, justice, and support for victims. We work to improve mechanisms for identifying and documenting such crimes in terror zones and to build an action framework that strengthens the fight against sexual violence as a tool of terror at both national and international levels.

During an intensive 10-month period, the Project RAIA team uncovered, analyzed, and proposed practical tools for reforming the identification and documentation of sexual crimes and their recognition in the context of terrorist attacks.

Preliminary Mapping

Mapping of Security, Emergency, and Medical (SEM) forces serving as first and secondary responded to the terrorist attack.

Systematic Data Collection

Conducting interviews with dozens of women and men from various ranks, who served as primary and secondary responders during the Hamas attack.

Changing the Global response

Promoting national and international recognition of the perpetration of sexual crimes by terrorist organizations through enhanced preparedness of states for identifying and documenting sexual crimes during a terrorist attack.

Formulation of Policy Recommendations

Developing a series of national and international recommendations to improve response mechanisms to terror attacks.
